On this point the city sdlicitor says that the by-law is quite mriplo for all requirements. It would be unreasonable lor tho council to say that no lady wns to wear a hatpin in the street, the mam thing to insist upon was that tho hatpins must not bo a source of danger. It was not for the council to prove that iniui'y was done, but only that injury was likely to be done. .... l , A tram conductor, pointing to a scratch abovo his eye, said that hatpins were the bane of the conductor's life, and signified his approval of the by-law. Ho never knew the minute, he said, when the late of one of his eyes would bo sealed by a sharp point as a lady leaned over to pay her fare or rushed up to get out.
