TAKING STEPS.
The Citv Council of Sydney means to enforce its iiew regulation against the wearing of dangerous hatpins, and lo procreil against the offenders (says tho "Sydney Morning Herald"). The question has.been raised as to wiiether ladies who have these "daggers stuck through their hats could escape being summonsed in view of the iact that nothing is said in the by-law regarding ladies being in tram or other vehicles, or sitting or running about in. thoroughfares, the phrase used in the by-law being that "no person standing or walking, and so on. On this point the city sdlicitor says that the by-law is quite mriplo for all requirements. It would be unreasonable lor tho council to say that no lady wns to wear a hatpin in the street, the mam thing to insist upon was that tho hatpins must not bo a source of danger. It was not for the council to prove that iniui'y was done, but only that injury was likely to be done. .... l , A tram conductor, pointing to a scratch abovo his eye, said that hatpins were the bane of the conductor's life, and signified his approval of the by-law. Ho never knew the minute, he said, when the late of one of his eyes would bo sealed by a sharp point as a lady leaned over to pay her fare or rushed up to get out. Why couldn't women wear elastic under the chin, as they did in the old days?
