The announcement of Mr. Roosevelt's candidature for the Republican nomination for the Presidency did not arouse enthusiasm. The moderate Republicans are supporting Sir. Toft, or a- neutral candidate. . Mr. Roosevelt explained to the reporters that wh?n he gave his pledge not to accept a third Presidential term, ho only meant a third successive term. If he lost in his present straight-out fight for principle, bo would support the Republican candidate, whoever he might be. Mr. Roosevelt also explained that ho favours the application of a "rccnll" referendum to judicial decisions upon constitutional points on tho ground that if (lie ueople are competent to create Constitution?, they are also competent to interpret them.
A STARTLING SUGGESTION. (Rec. February 28, }1 p.m.) London, February 28. "The Times," in commenting upon Mr. Roosevelt's latest declaration, tnys the .Supremo Court has hitherto b?en regarded as the keystone of the .American constitutional arch, and many Americanswill be startled by the suggestion Hint Judges should be liable to recall by -l popular veto, and the findings of !he Court on constitutional questions liable to revision by popular agitation.
DEMOCRATS WAITING. (Rcc. February 28, 11 p.m.) New York, February 28. A feeling is developing in Democratic rano in favour of postponing the Democratic Convention, which was called to meet at Philadelphia on .Tune 25, in consequence of the entrance of Mr. Roosevelt into the campaign. The Republican Convention meets at Chicago on .Tune 19. STOCK EXCHANGE UNAFFECTED. New York, February 27. Stock Exchange circles profess no surprise at Mr. Roosevelt's determination to re-enter politics. Stocks aro reactionary becauso of the threatened English coal strike, but nro hardly affected by Mr. Roosevelt's attitude regarding the Presidency.
