'Meyer, Secretary to the United States Navy, declared that if Hie- United States did not build two battleships yearly, Japan, by 191 C, would have wrested from her the position of lliird naval Power. Mr. Meyer demanded n million dollars (£200,000) for tho creation of wireless stations to keep tho American warships in touch with Washington, similar to the plan followed by the British 'Admiralty.
