Mr. Richard Jebb, the well-known writer on Imperial questions, in a letter to "The Times" on Imperial organisation, says the last two Imperial Conferences displayed the difficulties of any form of advisory council and also of the Ices ambitious expedient of consultation between (he Imperial Government and the High Commissioners. This would not be easy without encroaching on the sphere of responsibility of Ministers. Mr. Jebb suggests as nri expedient the appointment of a Minister as the political representative of the Dominions in London, with a business assistant to manage commerce and financial functions.
