The newspapers urge the speedy dispatch of troops. EMPEROR AS RELIGIOUS HEAD. (Rec. February G, 10.45 p.m.) Washington, February 6. A dual Government in China is anticipated. According to advices received by the State Depnrtinent, the Emperor wiU be recognised as tho religious head of the Empire, with the people as the rulers.
