Sir Edward Grey (Secretary of State for Foreign Affairs), speaking at Sunderland, in reply to a question, said the Government was not entitled to say there must bo a referendum on women's suffrage; but if a majority of tho members of the House of Commons insist on a referendum that was another matter.
