The Premiers' Conference resolved that it was unable to' accept Mr. A. Fisher's Commonwealth Bank scheme, and adopted the following proposal in lieu thereof: —That, in consideration of tho Commonwealth Bank rofraining frpin entering into Savings Bank business, the States agree to supply on loan to the Commonwealth Bank monthly an amount equal to 25 per centum of the- increase in excess of deposits over withdrawals of tha State Savings Bank, to oporatc from tho first of the present month for a period of five years. Mr. \Vatt, the Victorian Treasurer, was the only dissentient. Melbourne, January 22. (Sec. January 23, 0.25 a.m.) The Premiers' Conference has not yet finished the discussion of Mr. Holman's proposal for the transfer of powers to the Commonwealth.
