Both tho great parties desired to take tho Dominions frankly into tljcir confidence on the questions of foreign policy, in order to ensuro their approval, oven more than their aclrivo cooperation.

The point was whether it was better to have organised co-operation for common purposes, including defence, so far as possible, or not. Tho answer must come from the Dominions.
