STATE BANK BILL. By Telegraph—Press Associatlon-Oopyrifht (Eec. November 1, 11.5 p.m.) Melbourne, November 1. In the House of Representatives, the Industrial Arbitration Bill, as amended, was read a third time. The Commonwealth Banking Bill was introduced, alterations being made providing that tho bank shall bo managed by a Governor and Deputy-Governor, instead of a board as at first proposed; also giving power for tho establishment of branch banks in London or other places beyond the Commonwealth.
