ATAitnur, K. >j. Stafford, I'rou. Bates, 11. Bowiien, J. C. Gardiner, anil B. LymiL'terg. , A petition, signed by over 200 ratepayers, was presented to the eouneil askit "to take steps to have tlio boiling down worts of tho N.Z. Candle Company removed lrom the borough. After discussion it was resolved, on tho motion of Councillor Stafford, a certain report by the Health Department be adopted. This report, which was made by Dr. Herbert C'hcsson, Acting-District Health Officer, set forth that it appeared that there were good grounds for complaint as to nuisance arising from these premises, as such offensiveness was greater than might reasonably be expccted, and the best nracticable means were not being used to "minimise tho offeusivenoss. He was of opinion that the council should issue a requisition, under certain sections of the Public Health Act of 1908, to the owner of the premises to abate the nuisance in a manner recommended in Inspector Heed's report. This report contained recommendations to the cilect that, besides making the promises more up-to-date in the matter of accommodation for the workmen, the company-should make proper provisions, by which offensive odours given off in the process of digesting or drying be rendered, as far as possible, inodorous before being allowed to enter tho air. Several other recommendations were made concerning tho working of the premises. Councillor Lynneberg then gave notice to move"That the Health Department be written to asking what preparation is made in endeavouring to abato tho odour from these works."
