FOREIGN MERCHANT CRUISERS. By Telcsraph-PrcßS Association— Oopyrisnt (Rec. October 6, 1.5 a.an.) Melbourne, October 5. In tho House of Representatives Mr. Kelly continued his speech on. his motion in favour of taking, action to discourage trading in Australian waters by foreign merchant vessels capable of conversion into commerce destroyers in war time. He said tho matter was urgent, in view of tho fact that no provision was made foT such vessels in tho Declaration of London, anil ho -urged tho Government to refer tho matter to'tho Imperial authorities. The debate on the motion was adjourned. Mr. Foster's motion in favour, of nationalising tho means of distribution was talked out
