OFFICERS TO BE EXCHANGED. By Telegraph—Press Association—Copyright (Rec. September 29, 0.50 a.m.) Melbourne, September 28. Tho Federal Government has agreed to tho suggestion made by the New Zealand Government that military officers should be exchanged, but in view of the difficulties' confronting the Defence Department in connection with tho introduction of the now defence system, it is suggested that the arrangement should not commence until the end of 1912.
