As a result of the explosion on the Liberte, Admiral Belluc, commanding tho naval forces at Toulon, has ordered the squadron to land ammunition which was sunufactured prior to 1902. Ho declares that he had a right to ammunition which was not an eternal menace and a perpetual terror. That there were defects in tho powder was not unknown, because ho had been advised to exhaust the stock without delay.
