4 PROPOSED AMENDMENTS. liy Telegraph—Press Association— CopyrlEtri (Ecc. August i, 5.50 p.m.) London, August t. Despite tho opposition of Dr. L. Macnatnara, Parliamentary Secretary to the Admiralty, the House of Commons Standing Committee has amended tho Naval X'rize Hill —rwhich ratifies tlio Declaration of London—for inserting a provision that British ships recaptured from an enemy shall bo returned to their owners freo of salvage. It was argued that as shipowners made a proper contribution to the Navy, they were entitled to complete protection, and should not be compelled to pay salvage. The Government undertook to pool prize-money for tho benefit of all officers and men engaged in a war. Tho committee, without waiting further amendment, reported the Bill for its third reading.
