Macnatnara, Parliamentary Secretary to the Admiralty, the House of Commons Standing Committee has amended tho Naval X'rize Hill —rwhich ratifies tlio Declaration of London—for inserting a provision that British ships recaptured from an enemy shall bo returned to their owners freo of salvage. It was argued that as shipowners made a proper contribution to the Navy, they were entitled to complete protection, and should not be compelled to pay salvage. The Government undertook to pool prize-money for tho benefit of all officers and men engaged in a war. Tho committee, without waiting further amendment, reported the Bill for its third reading.
