CONGO CRUELTY CHARGE.
NATIVE ALLEGATIONS. I By Teleeraph—Press Association—Oopyrieht Brussels, July 17. The case of Lieutenant Arnold, who was sentenced in March, 1909, to twelve years' imprisonment for cruelty to tho natives in the Mongalla territory, has come beforo the Appeal Court at Boma, the administrative capital of tho Congo State. lieutenant Arnold declared that whatever he had done was justified by circumstances. The country was in open revolt, and tho natives frequently attacked him. Natives testified that a largo batch of natives was suddenly sent to Noali Prison. When they lay down at night they wero literally piled one on another. Terrible struggles took place for the best places.. By tho morning thirty-three of the prisoners wero dead.
