ONSLOW BOROUGH COUNCIL.
MONTHLY MEETING. The monthly meeting of the Onslow Borough Council was held Inst night. The Mayor (Mr. F. Holdsworth) presided, and tho following councillors were present: Messrs. B. Lynncbcrg, J. C. Oardiner, \f. H. Bowden, i'red Bates, E. S. Stafford, R. W. Dingwall, C. Aplin, jr., G. AV. Darvall, and Captam C. Ai'Arlliur. The estimates and rates for 1911-1912 were before the council. The estimated expenditure for the year is .£2IOO 7s. Bd., less receipts, .£573, leaving a balance of £1b27 7s. Bd. Against this it is estimated that the year's rates will yield .£lßl2 9s. 2d. Among tho principal items of expenditure are street maintenance and works, .C 939; Hutt Koad, .£SO; salaries and honorarium, .£151; election and licensing election expenses, £H. It was decided to confirm the rales already struck at tho next monthly meeting on July 20. In reference to the Harbour Board s olijection to refund claimed on account of tho recent election, it was decided that the council hold to its «lnim, with the exception of two small items nmrnmting to £1 Bs., it being pointed out that the Town Clerk was empowered by law to take all reasonable precautions to ensure the election being carried through without irregularities. Tho Lighting Committee was instructed to consider, at ah early date, tho draft agreement with 'the Wellingon Gas CoiuIt w.as decided to forward a letter to tho inspector of police drawing attention lo tho number of vehicles which pass along the Hutt Koad after dark without light.?, and asking if steps could bo taken in the matter. lVhen Councillor Dingwalls motion, "That tho council frame a by-law regulating the speed of motor traffic through the borough, came up for consideration, the mover agreed to withdraw it. as it was the general opinion that, a by-law would not effc'etnally deal with the question. On the motion of Councillor Darvall, it «as decided to write to (he inspector of police with reference to the matter. Councillor lynneberg moved (hat the extended plan of Khamlalluli be gono on with on the same scale a.* the ether wards, the plan to show all sub-divisions, mid positions of culverts, and tho cost not to exceed £2(1. This was seconded by Councillor M'Arthur, and carried. The Town Glotlc w.ys instructed to draw, the attention of the ranger to the fnct that cattle wero frequently turned loose on the Hutt Road, and to ask him to pay more attention to that locality. It was decided to call the nllenlioii of (ho Health Department to the 'condition nf a building and its surroundings in Kaiwarra. It was pointed out that'tliero was a large accumulation of rcgs and other rubbish on the nronerty, and the place was generally said to be'insanitary.

The second visit will he made as soon < after the first as practicable to collect the schedules and claims. ' Purging the Roll. When the electoral census is completed, tho names on tho schedules will bo compared with tho Registrar's standard roll, and oil names on tho roll which cannot bo found on the schedules will bo objected to 011 tho ground of non-rosidence, etc,, and removed from the roll under tho provisions of the Legislature Amcfidment Act, 1910, Section 15 (3). In order to guard ; against the possibility of electors being removed from the rolls as n consequence of temporary abscnco from tho district on census night', the enrolment officers will be directed, in the printed instructions issued to them, . to carefully inquire, when collecting tho schedules, if any adult member ol' tho household was temporarily absent from the district when tho form was filled in, and if so, to enter upon the schedule the v information required to retain his namo upon tho roll. -Country Districts. In country electorates the electoral census will bo carried out by a house-to-houso canvass with field-books on tho lines of the canvass of 1905. In the ■ more thickly, populated phrts of those elector- • ates, every house will bo visited by an enrolment officer, and the name of each adult resident therein will be entered in tho field-book. Tho enrolment officer will carry an interleaved book to record altered addresses, etc. New enrolments will be effected on tho spot, wherever possible, and claim '.fbrras, with free envelopes addressed to tho Registrar for tho district, will bo left for unenrolled persons who are absent at tho time of the officer's visit. Ho will request that tho forms be completed and posted to tho registrar without delay. It is not proposed to extend house-to-house visitation to sparsely-settled parts of country electorates. Such localities aro to be provided for by depositing a copy of the roll »t tho nearest post or telegraph office, together with a supply of claim forms, and exhibiting there a printed' notice drawing attention to tho facilities given for enrolment. In snch places tho postmaster will be directed to take steps to seo that all qualified persons in tho locality aro enrolled, and to advise tho Registrar of all those who liavo left the district since the last compilation. Provisions of tho Act. It may ho stptcd that', when tho Itogistrar, under Section 15 of tho Legislature Amendment Act, objects to a namo on the roll, ho must give uotico in writing to tho person objected to and statu a time (not less than seven days) within which appeal may bo raado.-'lt' (ho person objected to does not appeal Within tho prescribed period his name will bo struck oft' without further proceedings. Appeals must be heard by a magistrate. , 'I'ho section of tho Legislature Amend- • ment Act which gives the Government power to t'ako tho olectoral census is . as follows:— '0. (1) Tho Minister may from time to timo direct that an electoral census bo taken ol every or any doctoral district for the purposo of enrolling all persons qualified to bo enrolled and who aro not already enrolled in respect ol tlio district lor which any such census is taken. (2) Every master or mistress of any licensed jmblichouse, lodginghouse, or privato dwellinghouso shall, on tho application of an enrolment' oHicor appointed for the purposo cf tho compilation of tho rolls, give all such information as to the names, occupations, and qualifications for enrolment of all persons residing or lodging in that house as the officer may request and tho master or mistress is ablo to give. (3) Every person who, on being requested as aforesaid, fails to faithfully- give such information, is liablo to a fine of five pounds.
