j _ MANIFESTO ISSUED IN BRITAIN., By Tekerarh—Press Association—OoDyrlEßt (Rec. May 31, 10.40 p.m.) London, May 31. The Duke of Fife, the Duke of Argyll, Lord Strathcona, .several Bishops, Mr. Ramsay 1 Mac Donald (Leader of the Labour party), General Booth, aud others have issued a public morals manifesto dealing with tho question of the birthrate and tho circulation of pernicious literature, and urging the necessity of education in the duties of parenthood. . The manifesto declares that the tendencies of the age make it imperative that the young should be taught high conceptions of marriage.
