UNIONIST REFORMS OUTLINED By Telegraph—Press Association—Copyright (Rec. March 20, 11.15 p.m.) London, March 20. Lord Selborne, in speaking at Winchester, sketched the constitutional reforms which wero approved by the Unionist leaders. These embrace a moderate reform of the House of Lords with arrangements for ending deadlocks by means of informal conferences. If these were insufficient the Lords and Commons would sit and vote together. Tho referendum would be used in cases of grave import such as Home Rule.
