THE PRISON BOARD.
IMMEDIATE APPOINTMENT. The Prisons Board, which comes info existence under the Crimes Act of last session, will, said tho Hon. Dr. Kimllay in au interview yesterday, be -appointed almost immediately. Sonin delay had necessarily taken place in ascertaining who were , best fitted for the office, and whether they were disposed to accept appointment. The board will be comprised cf three ofiicial members and four lay members. Of the official members, one uiust always be. u judge of the Supreme Court, wlio will preside at each meeting. The lay members will be appointed from the different centres. Throo members will form a quorum. It wr.uld probably be found in practice, said tho Attorney-General, that the lay members would sit upon the board only when thej meeting was being held in the centre in which each lay member resided. The time and'place ai meeting are fixed either by the president or tho board. Tho position of the lay members will be entirely honorary. The procedure is to be expressly left to tho discretion cf the beard, hut anions its duties is that of from time to Bine mnking immiry into the case cf each liabitual criminat'or other offender undergoing sentence,' to ascertain whether, from records, reports, anil examinations, snflicicut grounds e.xist for releasing such offenders on probation or discharging them.
