STRICTER; INSPECTION SUGGESTED.The perennial trouble in connection with water, supply in the liiglier levels of the city was. dealt with in "a letter addressed yesterday by the City Engineer' (Mr. W. H. Morton) to, the Finance Committee o£ the City Council. . It runs aa follows. ."During the warm weather a very noticeable increase in the quantity of water supplied to Brooklyn and ICelburne was' ' recorded at the pumping-station. * The • amount now paid for pumping a supply , to Brooklyn is £H and to ICelburne .£3l per month. lam satisfied, from thb alteration in'the records during the dry season, that, water is being used very largely for garden purposes. There are but few. meters' attached to dwellings in. these places. On one occasion recently l tlis nhiount of time available for pump- • ing into the. Brooklyn reservoir' (during the hours when the tramways were not . working) was insufficient to enable us to fill the reservoir,' and unless very strict measures are taken to prevent improper use of water at these levels, considerabla expense will have to be borne; by the Waterworks Department. In my opinion it is a pity. that the council could not' see its way to have the whole of the services on these high levels metered. ' The cost of supply to'these districts is practically double the cost of supply on the gravitation, levels": Considerable difficulty exists in detecting tlic use of water for the purposes mentioned. This in the absence . of meters can only be done by a very strict., system of inspection, which .is annoying to the residents and an unpleasant duty to perform. "It is possible that if the. attention of the public .is: drawn to the above matter some good result may follow. Otherwise I would recommend that inspectors behold :o£f"for" nigh't' , 'auty , ' for the detec- • tibn of waste." The committee decided to niake the letter public, in the hope that the residents . ■ concerned might adopt the course advised . by the engineer.
