CHAOS IN NEW HEBRIDES.
THE NATIVE IS "BOTTOM DOG." (By Telecraph.—Press Association,)' Chrlstchurclt, November 27. Bishop Wilson, of Melanesia, intends resigning his Bishopric at. tho end of July nest, or at the end of next year, on. account of the decision arrived at to removo the headquarters of the Bishop from Norfolk Island to on<\ of tho Islands of Melanesia, where, owing to the- unhealthy climate, it is not desirablo that a man with a family' should reside. His Lordship, in an interview, expressed disappointment with tho results of'tho Anglo-French Convention in the New Hebrides, and stated that its failure must bo attributed to tho impossibility of two great nations taking control of one- small group of islands! Ho gavo credit to tho authorities for doing all in their power, but it seemed to him that an impossible task was imposed on them. The convention ensured white men in tho possession of lands bought by them from the natives, but, as to protecting the natives, it was absolutely unworkable. In almost every case tho native was "bottom dog," and grog-selling and kidnapping woro as bad, if not worse, than ever.
