"FILCHING STATE RIGHTS."
INDIGNANT VICTORIAN MINISTER. By Telegraph—Press Association-Oopyrieht. Melbourne, October 31 Tho State Premier (Mr. Murray) strongly protests against the Federal Constitution Amendment Bill (dealing with combines and monopolies) including railway servants. Tho Minister for Water Supply and Agriculture (Mr. Graham) declared that those responsible for the inclusion of railway servants were acting like a band of brigands. They were filching tho State rights, and unless tho States, as now constituted, were to disappear, this sort of legislation would have to be checked.
