Tho Minister for Water Supply and Agriculture (Mr. Graham) declared that those responsible for the inclusion of railway servants were acting like a band of brigands. They were filching tho State rights, and unless tho States, as now constituted, were to disappear, this sort of legislation would have to be checked.
