RIFLE SHOOTING.
GARRISON RIFLE ASSOCIATION. ANNUAL MEETING. The annual meeting of the Garrison Rifle Association was hold at tho Drill Hall, Buckle Street, last, evening, Lieut.Colonel W. G. Duthie, Officer Commanding the Wellington Rifle Battalion, in the chair. Seventeen officers were present. The annual report and balance-sheet (already published) were read and adopted. Representation for Rifle Clubs. A deputation consisting of Messrs. H. Marshall and G. Halliday (president and deputy-president respectively of the -Karori Rifle Club), W. Hobbs (president of the Eastbourne Rifle Club), and J. M'Lachlan (deputy-president of the Petone Rifle Club) waited upon tho association for the purpose of making certain representations in support of the contention of the district rifle clubs that they should havo a larger voice in the control of tho association's annual rifle meeting. Mr. Marshall was the principal speaker, and stated that what was desired was that the rifle meeting should be controlled by an executive committee of, say, eighteen members—twelve representatives from the garrison and six trom the rifle clubs. The deputation, he explained, was the outcome of a meeting which had been held recently, and attended by the presidents, doputy-pre-sidents, and secretaries of the Petone, Eastbourne, Suburbs, and Karori Rifle Clubs, at which it had been resolved:—
That, the Wellington .Garrison• Riflo Association bo to concede to! rifle clubs proportionate representation on the management and programme committee of the said association as concerned with the Wellington district championship meeting." ' Proceeding, the speaker pointed out that though the clubs were in the fullest sense financial partners. in the, association, they had no place at its annual meeting, which dealt with, among other things, the events. of the previous rifle meeting, in which' they were interested. The clubs were satisfied that the'want of complete' cohesion between the branches of the'service was responsible for the leakage of the support accorded the association. They were quite prepared to do their fair share * of work, but they had no desire to control matters. The point was that the. control of the district rifle Ameeting should be a separate organisation. Under their proposals, the rifle club delegates would be appointed from and by the presidents and deputy-presidents. - Officers to Control. The deputation having withdrawn, the association discussed the question -at considerable length. . The trend of the discussion was not in favour of representation being granted to the rifle clubs.- To givo the lead to. the debate, Captain C. ilarconrt Turner moved for an alteration, in the constitution of thb association so that presidents and deputy-presi-dents of local.' rifle clubs ■ would, c-x----officio,. be admitted to membership, the Executive Committee to consist of twelve elected officers and three presidents or .deputy-presidents of local. rifle clubs, elected by the presidents' and deputypresidents of the clubs, eight to form a quorum. • This.proposition was rejected. -Captain Turner then moved, alternatively, as follows:— "(a) That the. Executive Committee shall consist of twelve officers,, to include the secretary and ' treasurer, who shall bo elected by the committee from amongst their number, such twelve' officers to be elected annually at the annual general meeting, seven to form a quorum." "(b) That the committee shall have power to appoint any- officer to fill any extraordinary, vacancy that may occur' in tho committee- during the currency of each, year." ; This was carried; with one dissentient. District Rifle Meeting. v The association then considered the question., as- to; what extent the rifle clubs might be represented in. the management of the district. rifle meeting. ■, ' Captain. R. St. .J. Beere ' moved thatthe association'accede to the request or the ( rifle clubs that a committee, consisting of twelve officers and sis represerita- | tives of the clubs bo appointed to control the annual district rino - meeting. This was' seconded. As an amendment/ Captain Esson moved that similar representation on the rifle meeting committee, as was accorded td the ,rifle clubs last - year, be-actorded this year.; . • ; The amendment was seconded and carried.' v / The following officers were elected',to the General : Committee:—Major C.
