"The Times" Brussels correspondent 6tates that the Kaiser's visit to Belgium is purely a courtesy aft'air, and in return of King Albert of Belgium's visit to Potsdam in May. The visit, however, is marked by the ab!»nco of any enthusiasm among the population. Tho German colony of fifteen hundred assembled opposite the Palace and welcomed the. visitors. •
At a State banquet later, toasts were proposed in warmly cordial terms, and the, speakers emphasised the industrial energy of the Belgians, but the latter, the correspondent states, complain that they cannot compete against German dumping, which is increasing.
The new fortification scheme in Holland is regarded in many quarters as promoting German rather than Dutch interests.
King Albert eulogised the .Kaiser's noble efforts in aid of peace, and tho Kaisor.. reciprocated with a • desire for oloser relations, arid discreetly alluded to Germany's friendly attitude on tho Congo question. . ' ■ "
