.Sir, —The Hon. Geo. Fowlds's definition of Tammanyism l must liavo surprised a good many of your readers when they read.it. Mr.Fqwlds tolls us that Tammanyism means tho sacrificing of, your - country.'s interests for, private gain. Now, unless I am much mistaken, most people have understood ■Tammanyism to mean' tho'bribing of individuals, newspapers, - and public bodies out of public funds to give their support to a political party. Whether there has been' any use of funds' for private gain J do not know, and I would fain believo that no member of tho present Government has been guilty of this offence. But that' tho public . funds liava been used to promote tho success at tho polls of the party now in-power there can bo no doubt whatever. It 'has been going on for many yoare, and it is tlie only possible explanation-of tho so-called Liberal party having had a Teign of nearly twenty years. A few years ago ono or two Ministers, not qui to so discreet as their colleagues,' plainly indicated to the voters of different constituencies that if they wanted certain public works carried out they had better vote for the Government candidate. What was this, sir, but an attempt to bribo the electors? I say that such bribery has been practised all over tho country jn electioneering campaigns, and it will go on so long as the Cabinet has control of a great public works fund, and control of Civil Service appointments: There is crying need for a Civil Service Board and-for a Public Works Board.
