THE STATES AND THE COMMONWEALTH. By Telegraph—Proas Association—Copyright. Sydney, July 2. The State Premiers are surprised at Mr. Fisher's action in delaying the return of June moneys to the States. The Victorian Treasurer says the States are not averse to helping the Commonwealth out of a difficulty, although it would somewhat complicate the State finances. Melbourne, July 2. Several members have questioned tho legality of Mr. Fisher using trust moneys, even temporarily, to meet the deficit. Mr. Fisher's reply is that the Government thought it better to use funds actually in their possession than to borrow money and pay interest on it.
