Government to prepare a special issue of to be used in the correspondent'!! of Natives with Natives, and also on all deeds relating to transactions in land, whether for sale or lease, half of the revenue from tho sale of such stamps to go to tho district council at first, and after a time hvo-thirds, and the remainder to the Government to help to defray in part the expenses of 'the council and the Land Board as proposed.
