The Tear will attend the two hundredth 'anniversary of the capture of Viborg to-day. Extraordinary precautions are being taken, and half of the streets of the 'town have been closed. Finnish journalists have been forbidden to attend the ceremonies. " .. [The town of Viborg is a seaport about 85 miles north-west of St. Petersburg. It was taken by the Russiains in 1709.]
