• *— — DISTRESSED COLONIALS. A REPORT. Bj Telesraoh—Press A««oclatlon—Ootyrliht (Reo. May 14, 0.45 a.m.) London, May. 13. A Committee appointed by Lord Crewe (Secretary for. the Colonies) to consider the question of the treatment of distressed' colonial and Indian sub-jects-has presented its report. The Committee subdivides such persons into seamen and non-seamen. It recommends that in the case of seamen belonging to Dominions, "notices should be posted in the shipping offices of the Dominions that if they sign on for a voyage terminating in Britain they may experience difficulty in finding ■ a ship for -the return voyage. The Governments of the Dominions should arrange with the Board of Trade for the repatriation of' those recommended by the High Commissioners or AgentsGeneral.
The expenses of the repatriation of non-seamen should not bo borne by the Government of the possession to which ihe distressed persons belong, bat a small vofco should bo takan by tie Local Government Board to repay the expenses of guardians' or charities incurred in their repatriation.
