Renter's correspondent at' Rome states that the Italian Premier, Signor Luzzati, proposes that an International Congress be held at Rome in 1911 to adopt permanent rules governing' the formation of labour emigration societies, and to frame, nationality treaties. The adoption of ■ : the' Scheme, vit •; is hoped, would protect labour in the same way. as industries and shipping are now safeguarded by commercial and navigation treaties.
