SCHOOL TEACHERS.
CLASSIFICATION AND APPOINTMENTS. :

New Plymouth, April 27. .. At a meeting of the Taranaki Education Board, the board's inspectors (Messrs. W. A. Ballantyne and R. G. Whetter) reported on the question of classification of teachers. They recommended that the following scnemo'be adopted as a basis of classification, with a tojial of 100 marks Service, .10 marks (two years 1 mark); academic) attainment, 15 marks;. leaching proficiency, 40 riiarks; personality (including tone, .tact, influence, and thoroughness), 20 marks; organisation,' 10 marks; environment, 5 marks. .. The inspectors added I This scheme was the one adopted as the basis of classification for teachers of the whole of the colony by a conference l of school inspectors recently held at Wellington. The board decided to adopt the scheme; and at a later stage.adopted the following system of transfer and promotion:—
(1) That after June 1 in the appointment of teachers the board shall first of all consider if it has a teacher in its service suitable to fill the vacancy, and if- so .then that, teacher shall be transferred to the vacancy, provided the committee concerned raises ho valid objection to the appointment. (2) That in-any case where no suitable teacher is available, applications shall be invited, and the procedure laid down by the Act followed..
(3) That the board as a whole bo the Selection Committee. .
