"WHY IT' IS TO BE CLOSED.' STATEMENT BY DR. FINDLAY.

Dr. Findlay '(Minister , for Justice) : replied to the oriticism_ whicb has been occasioned\in Napier' in connectioti. with the dec/sion of the Government to close ,the'.gaol there. . ■-. '. Dr.- Findlay said: that he /arrived at the determination -to close'a , ; number of gaols in the iS>minipri'for "the following.

"■ : Firstly, ■ bocausejai'e" multiplication w "eaols. stood in th'e.;waV 'of'"proper/ classification and reformatory treatment; based ■upon proper ■ classification, and; . " !■•■■■ Secondly,.because,,some of these gaols unnecessary, arid.',the. cost of ■maintaining: prisoners, due ■'to'the fact that prison labour was almost wholly unroinunerative—was excessive. ■ Continuing his remarks. Dr. Findlay went on to say that as i-egards the Napier Gaol, prison- labour there was, for a number of reasons, exceptionally unremunerative. •He found: that for '• the years 1907, 1908, - and 1909 -the total annual earnings of-bach prisoner did not amount to more than £3, -That,, was to say, the Stato had; to find the total cost of maintaining able-bodied men, the value .of whose labour did not.exceed on the 'average. .£3 a year. The reason why tho Napier Gaol should bo - olosed .was that the. Government, had- to'"face two alternatives—it must Wther: close it or rebuild it. .The present building was very old and dilapidated, arid in any'caso , the time was , rapidly approaching when' the Government would have to adopt-one or •Other of the alternatives he had mentioned. Also, tho site .of theVNapier Gaol was one of the most pictirresq-ne.a'nd valuable in-that part of the town 'which faces the Esplanade, and if it was not required -for. aj.prison ! site it could no doubt be devoted to. a mnch moreusefnl purpose. .Pravifion would be made at Napier, he addpd, for a police gaol similar.to that at Timaruand other centres which were ■ worked in conjunction with the police force, and cost: only a fraction of the tt:p»nse of. running a fully-equipped pcrial
