Dr. Findlay went on to say that as i-egards the Napier Gaol, prison- labour there was, for a number of reasons, exceptionally unremunerative. •He found: that for '• the years 1907, 1908, - and 1909 -the total annual earnings of-bach prisoner did not amount to more than £3, -That,, was to say, the Stato had; to find the total cost of maintaining able-bodied men, the value .of whose labour did not.exceed on the 'average. .£3 a year. The reason why tho Napier Gaol should bo - olosed .was that the. Government, had- to'"face two alternatives—it must Wther: close it or rebuild it. .The present building was very old and dilapidated, arid in any'caso , the time was , rapidly approaching when' the Government would have to adopt-one or •Other of the alternatives he had mentioned.
