THE NEW LICENSING BILL.

The following are the leading features in the new Licensing- Bill, dealing with adulteration : — For the first offence a fine not exceeding LSO and costs ; for rhe second offence imprisonment with hard labour, not exceeding six months. Anyone knowingly selling n-'ultemred "liquor, for the first '•fFe.nce a fine of L2O, or imprisonment for one month ; for the second subsequent offences a fine of LI OO, or three months' imprisonment, and rhe offender to be declared a disqualified person for not less than two or more than tea years. Where a person convicted is licensed he is to be liable to forfeit his license, and his premises are liable to be declared disqualified for not less than two or more than five years. Where a licensed person is convicted under the Act, and his license not forfeited, the police shall cause a placard stating such conviction to be affixed to the premises, remain two weeks, and a penalty of 40s a day; on second and subsequent convictions the Justices are to publish the offender's name, at the offender's expense, in the newpapers. Any person keeping a billiard or bagatelle table without a license is to be fined for the first offence not less than L 5 or more than LlO j and for the second not less than LlO nor more than LSO. Inspectors of licensed premises and of liquor are to be appointed.
