Received Sunday, 7 p.m. NEW YORK, Dec, 3. The Ameriean Federation of Labour has asked United Nations to establish a 40-hour week as an early praotioal goal for all worlcers in the ' world and also .to begin the study of a 3Q-hour week as an international long range labour poliey. The reqnest was submifted to the Seeretary-General, Mr. Trygve Lie, fo? transmission to the Economie and Social Council which is scheduled to meet in New York in February. The memorandum asked, firstly, recognition that the world is on the threshold of a .econd industrial revolution; secondly, that some guarantees be set up that labonr would not again be exploited as it was during the first industrial revolution.
