The treaty would be made with Russia 's new satellite German Democratic Republic. The bulletin is an official publication of the State Departinent. This is the first time that speeulation on moves by tlie Russians has gained such official recognition. The article, written by Mr. Henry Gox, State Department expert on Ger--inan political affairs, reviewed the establishment of the Soviet sponsored East German State and Said: ' ' Indicationf? point to the Soviet 's coneluding possibly a separate peace treaty with their newest statellite and withdrawing Soviet oceupation troops within a year." Actuaily State Department, officials have expected a Russian move on the oceupation troops issue for many months.
