Germany Allowed To Build Merchant Fleet

Received Friday, 11 a.m. , LONDON, Nov. 17. 1 British officials and the French and United States Ambassadors, M. Rene Massigli and Mr. Lewis Douglas, today signed the Three-Fower Aliied Agreement to allow Germany immediately to begin the building of an ocean-going merchant fleet. The Three-Power eommittee of shipping experts reached agreement on fresh instructions from three Foreign Ministers after a long 1 deadlock. The shipping agreement • is not binding on the Occupation Powers/but is more of an instruction to the High Commissioners on What they can cffer the Federal West G'erman Government in the "new deal for Germany" negotiations now proceeding.
