Received Tuesday, 10.30 a.m. LONDON, Oct. 3. Britain has determinpd on a new anproach to the problem of the Japanese peace treaty, said a Foreign Office spokesman today. He refused to give details of the new approach, but it is believed that the po'ic.y was drawn un in conjunction with the United States at the recent Washington talks. One of the main cMfficulties has been that the Soviet wants the treaiv discussed only among the Big Five Foreign Ministers.
