Scheme To Replace Costly Social Service

Eeeeived Mondav, 7.10 p.m. MELBOUENE, Sept. 12. The political writer of the Melbourne Herald says the Fcderal Government is considering a compulsory national contributory insurance plan replacing the present social service benefits, the costs whereof are steadily mounting and taxation for which falls mainly on those who are debarred by the means test, from participating. The Herald adds: "The proposals are a radical departure from Australihn La-bour policy though in Ene with that of British Labour. Present benefits cost £100,000,000 lastyear and are rising. The new plans will eventually include unemployment, sickness, invalid and old age benefits, maternity and child allowances and widows' pensions. A National Insurance Bill was introduced in 1938-39 and Mr. Menzies, then Attorney-General, resigned because the Government failed to proceed with it. "
