Received Wednesdav, 7 p.m. LONDON, Sept. 7. Oue of the main lessons of the past 12 years was that right cannot govern unless baoked by might, said the Ohief of the Air Ktaff, Marshal of the Royal Air Force, Lord Tedder. He added: ''Some people regard the aircraft and boinb as disgusting intrusions in the decencies of civilised war. It is difficnlt to understand the mental processes of such intenectual ostriehes. " Referring to new tvpes of British aircraft, Lord Tedder said he was in no sense disappointed. He rega rded civiJ and military aviation as complementary in every way, technically, politically and militarily. The Supply Minister, Mr. Rtrauss, praised the British aircraft indnstrv's achievenients in the past 12 nionths. He said the indnstrv's exports showed an annual rate of about £.12,000,000 in the first six nionths of this vear compared with £5,500,000 for all 1918. Half the current exports went to the hard currency areas. Although the snm involved in the indnstrv's developniental worK was heavv, the nation and indnstrv's shareholders got a worthwhile dividend.
