Received Sundav, 11.50 p.m. TOKIO, July 17. The police arrested two men in connection with the Mitaka railway incident. The Japanese Press claims that both are Communist Partv members. A police investigation of the leading raihvav carriage revealod that the operating switch handle had been tiea in place with string in the "on" position so that the automatic meehanism could not pnll the handle back ana bring the train to a stop. The evidence appeared to clinch the theory that tne runaway train which took six lives and injured eight seriously, was the resulr of sabotage.
