Received Friday 10.15 p.m. CANTON, July 1. The Nationalist Government, in a biuntly worded note handed to the United States Minister, Mr Lewis Clark, said it did not care whether or not the United States accepted the Jegality of its elosing Communist held ports. The Note added that the Government intended to enforce the elosing of the ports which, it said, could not vbe called "a blockade uqder any interpretation of international law." The Note declared: "The Chinese Qovernment deems it within the sovereign right of the state to declare open or closed any part of its territories, whenever conditions necessitq.te. It liopes that, in view oi the friendly feelings happily existing between our two peoples, the United States Government will see its way to eooperate with it so as to prevent any untoward incident. " The Foreign Oftiee said the British Note on the subject would be treatpd entirely separate from the Ainerican Note.
