End Of Secret Sessions A Bad Sign
Received Tuesday 7 p.m. LONDON, June 7. Observers consider that the fact that the Council of Foreign Ministers in Paris is resuming open sessions, is a had sign. It is helieved to-day 's meeting will have to record puhlicly the Ministers' • failure in three successive secret meetings, to make any progress on the Berlin problem. The Daily Heraid, however, says it is too early to talk of complete failure. The ncwspaper admits that the gap in the Berlin agreement seems unhridgeahle hut the Ministers could "seek some sort of economic agreement which would permit a revival of trade between East and West; some agreement about communicatioeis with Berlin which would avert the ■ folly of a reneved blockade. There is still possibility of a limited achievement. ' '
