Sir Frank MesserVy, commahdihg Qfllcer of the "Hesert Rats" in the North Africah campaign, has been appointed Deputy Chief ScOut, says a London cable today. The death occurjed yesterday after a brief illhess of Mr. E. V.| Paul, Government Printer. Born "at the Levels, Timaru, in 1890, he had, been a ifiember of the Public Ser-' vice for more than 40 years.
