Received Friday, 10.10 a.m. TOKIO, March 10. General MacArthur's offlcial spokesman, Oolonel M. Echols, said today that the report of an impending change from military to civifian authority for the Japanese occupation was mere speculation. He added that there was nothing to back up the report that the occupation would be turne'd over to a civil administration and the Army placed on a garrison status.
