Plot Against Charter, Says Mr. Vyshinsky

Received Wednesday, 10.45 a.m. PARIS; Nov. 30. "Our worst forebodings about the United Nations have been more than realised," said Mr. Peter Fraser in the United Nations Minor Political Committee, which is discussing the Western proposals to restrict the use of the veto in the Security Council. "The Seeurity Rouncil gives anything but' security and has beeome a not very pleasant debating society, acrimonious and even venomohs." Mr. Fraser favoured a general conference on the Charter, and Mr. Fraser, the United States, France and China, in a joint resolution, sought to make the Security Council a more effective instrument for world peace, and put forward 35 subjects 011 which the veto should not operate. Mr. Vyshinsky (Russia) denounced the proposals as a "plot and conspiracy" against the Charter. I Defending the Soviet use of thel veto, Mr. Vyshinsky said it made it impossible for two or three nations to plot against the res-t, and perhaps the United Nations as a whole.
