Received Tuesday, 10.45 a.m. LONDON, Aug. 30. The three Western envoys in Moscow met Mr. Molotov and Mr. Vyshinsky at the Kremlin tonight. The meeting lasted 130 minutes and after it the envoys appeared to be in a good humour. The U.S. Ambassador, General Bedell Smith, said that no communique would be issued. He expected a fur^her meeting, which would be the shortest yet, in the month-old hush-hush negotiations. It is generally accepted in Moscow as mainly to reach agreement on the terms of the communique to be issued. The envoys drove to their respective embassies, but the British envoy, I^lr. Frank Roberts, later joined General Bedell Smith at the American Embassy. The Associated Press' Moscow correspondent says that obviously the French Government crisis is. having some effect on the talks. M. Chataigneau, who previously always joined the other Ambassadors after the meetings at the Kremlin, did not go to the American Embassy today. Reuter's Frankfurt correspondent quotes American sources as saying that the Alhed Military Governors will meet in Berlin tomorrow as the result of the Kremlin talks. The U.S. Governor, GeneralrCT3Clay, refused to confirm this and the sources do not make it clear whether the meeting will be four-power. or three-power attended by Western representatives only. The German Premiers in the Anglo-American Zones have asked Generals Clay and Robertson whether a favourable outcome to the Moscow talks eould lead to an Allied request to postpone the West German Constituent Assembly meeting on September 1... It is understood that the Generals replied that they did not see how the outcome of the Krem lin talks could lead to such a request. The German premiers have been- -given— the- responsibility for calling the Assembly and the matter is in their hands.
