£200 Fine For Breach Of Building Regulations
"WELLINGTON, August 11. A builder, Thomas Ewen Reese, Stokes Valley, was fined £200 in the Magistrate's Court, Lower Hutt, today by Mr. Hanna. S.M., for proceeding with the eonstruetion of a house other than in accordance with the permit issued by the Building Controller. Mr. W. B. Birks, Building Controller, said defendant had used about 21 tons of c.ement in excess for the 'house and retaining walls. He aslced for a conviction with a maximum penalty and said that the time had coriie when imprisonment might be the only real way to deal with breaches of the building regulations. Por Reese, Mr. Gibson said defendant had been having great trouble in finding living ac.eommodation for himself and family. He was now living in the uucompieted upper part of the house which was not weather-proof. "Defendant has simply set the regulations at naught," said the Magis trate. "Apart from this being a fiagrant breach of the regulations, his conduct is grossly unfaii" to otlier builders and people loyally abiding by the law." Por c.onstructing' the cohcrete retaining wall without a permit Reese was convicted and fined £10. On the two other related charges he was convicted and ordered to pay costs.
