Reeeived Tuesdav, 10.25 p.m. APIA, May 31. - The first of four davs' festivities in eonneetion with the raising of the Samoan flag, eommeneed on Monda.v with a garden party at Government House, Vailima, when a gathering of over 400 Samoan and European peoph was entertained by his Exeelleney who explaiqed that the garden p"arty was originally intended to enable tlio.se present to meet the Prime Minister whose visit, unfortunately, had been caneelled on aeeount of the paralysis epidemie, in New Zealaud. He then said that the raising of the Samoan flag was the first step in the self-governmen! promised by New Zealand to the Samoan people and would be carried out as quiekly as they were able to assume responsibility. A very pleasant and enjovable afternoon was spent by all.
