Juvenile Vandals Need The Birch

NAPIER, June 1. I Angered by a recent outbreak of vandalism in town parks and reserves, the Napier Borough Couneil is to eommunieate with the Minister of Justiee urging tlie reintroduetion of the birch as punishment in eases of juvenile delinquency. When the couneillors drew attention at a meeting of the Couneil last night to reeent instanees of wanton destruetion, it was stated there was reason to believe that vouths were responsible. "I suggest we write to the Minister stating we feel strongly in this matter, and asking him to give serious thought to the view that the most elfeetive method to eurb juvenile delinqueney is to bring baek the birch, " said the Mavor (Mr. T. W. Hereock). The suggestion was adopted.
