Received Monday, 8.0 p.m. LA PAZ (Boiivia), March 28. A severe earthqnake today shook Sucre, the nominal capital of Boiivia (La Paz is the actual seat of government). , Tivo were kilfed 'and fourteeii in-' jured. Telephone communications were disrupted and the recently completed Palace of Jnstice and sports stadiimi damaged. Hundreds of homes were cracked. Neafly all the city's inhahitants fied into the streets. Many knelt in prayer afld were afraid to return to their homes for fear of another tremor.
